TCR-ÎM
TCR-ÎM is a regional consultative body dedicated to the integrated management of water resources in the Magdalen Islands archipelago.
Mandated organization
The Comité ZIP des Îles-de-la-Madeleine is the coordinating body for the TCR-ÎM with the Ministère de l'Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs.

New governance of water resources in Quebec began with the adoption of the National Water Policy.
Adoption of the Water Act, which affirms the collective nature of water resources and confirms Quebec's intention to implement integrated water resource management (IWRM) both in the St. Lawrence and in all Quebec watersheds.
The signing of the new Canada-Quebec agreement on the St. Lawrence (St. Lawrence Action Plan) marked the start of concrete implementation of integrated management of the St. Lawrence Seaway ("GISL"). This 15-year agreement provides for the establishment of consultation mechanisms for all regional stakeholders involved in IWRM and the aquatic ecosystems of the St. Lawrence.
In February 2014, the Ministère de l'Environnement et de la Lutte aux Changements Climatiques recognized the Comité ZIP des Îles-de-la-Madeleine as the mandated body for the development and implementation of integrated management of the St. Lawrence Seaway (GISL) for the Magdalen Islands sector.
In March 2014, a collaboration agreement was signed between the Communauté maritime des Îles-de-la-Madeleine and the Comité ZIP des Îles-de-la-Madeleine to recognize the mandate, expertise and fields of competence of each in order to harmonize the work between these two essential partners in the process, while respecting each other's mandates.

OUR MISSION
With a focus on reconciling socio-economic development with the protection of water resources and their associated ecosystems, the TCR-ÎM is a consultation structure in which participants undertake to collectively define the principles, orientations and actions that will lead to the sustainable use of these resources for the benefit of the population of the Magdalen Islands and all twelve territories involved in the integrated management of the St. Lawrence.
OUR MANDATE
Encourage the pursuit of concerted action on specific water-related issues;
Develop a shared vision of the issues at stake in order to harmonize the actions to be implemented to promote sustainable management of the resource;
Develop, implement and monitor the Integrated Regional Management Plan ("PGIR");
Continuously inform and raise awareness among St. Lawrence stakeholders, as well as the Magdalen Islands population, about the GISL and the progress of work carried out by the TCR.

The Table is made up of fifteen (15) decision-making seats and one non-voting seat (mandated representative), drawn from different sectors related to water, both fresh and salted, in order to ensure a fair and balanced representation of the territory's water stakeholders.
